   بدأت دولة الإمارات التجارب الفعلية للعمل بآلية التحويل الآلي المباشر للرسوم الجمركية بين دول مجلس التعاون الخليجي المعروف باسم نظام "تم"، ومن المتوقع أن تستمر الفترة التجريبية حوالي شهرين، وتتضمن إجراء المزيد من اختبارات فحص وجودة الربط الإلكتروني في مجال المقاصة الجمركية والتحويل اللآلي للرسوم الجمركية بين دولة الإمارات ودول المجلس.

وأكد خالد على البستاني المدير العام للهيئة الاتحادية للجمارك بالإنابة، في مؤتمر صحفي عقد بمقر الهيئة في أبوظبي أمس، على جاهزية الدولة لتطبيق النظام، والانتهاء من البنية الأساسية له في الوقت المحدد، مشيراً في الوقت نفسه إلى أن متطلبات إتمام عملية التكامل مع مركز المعلومات الجمركي الخليجي ودول مجلس التعاون، تتطلب فترة تجريبية أكثر وإطلاق تجريبي مع دول المجلس للتأكد من جودة العمل في النظام، وحصر كافة الملاحظات وتعديلها قبل التطبيق الرسمي بفترة كافية لضمان استمرارية العمل بالنظام دون عوائق.

وذكر أن تطبيق آلية التحويل الآلي لتوزيع الحصيلة الجمركية يمثل أحد أهم متطلبات استكمال الاتحاد الجمركي الخليجي، بما يسمح به من تبادل للمعلومات أكثر سهولة ودقة، عما هو معمول به حالياً في إطار المقاصة الجمركية وفقاً لآلية المقصد النهائي.

   The FCA Board of Directors has held its second meeting for 2015 last week in Dubai, headed by H.E. Obaid Humaid Al Tayer, Minister of State for Financial Affairs and Chairman of FCA, in the presence of the board members, representatives of the Ministries of Economy, Finance, Interior and Environment, the Supreme Council for National Security, local customs administrations and the private sector.

The Board of Directors has reviewed, during the meeting, a number of memos, reports and minutes of meetings related to the matters listed on the agenda, including the minutes of the first meeting of the Audit and Risk Committee for 2015. The Board discussed the recommendations after Dr. Rajaa Al Gurg, Head of the Audit and Risk Committee, presented the recommendations contained in the Minutes of the meeting.

The Board reviewed the memorandum prepared by the FCA on the results of the performance of the strategic and operational plan for the first quarter of the current year. The memo confirmed that the FCA exceeded the target in achieving operational initiatives and projects within the "Injaz" system, while the target was 30.1%, FCA achieved by the end of March 2015 35.6%.
